Locating Celebcrows:
Celebcrows, the source of Celebcrow Feathers, are found in every region of Wishfield. You'll need the "Bye Bye Dust" outfit (unlocked via the 'Land of Wishes' quest in Chapter 1) to groom them. They are most easily found in pairs:
