Initiating The Lost Shipment Quest:

Locate the Brannof Hall Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons. Crucially, speak to him again to receive two vital leads.

Completing The Lost Shipment Quest:

Locate the Man in a Blue Waistcoat in the Town Square. He'll lead you to "The Illusion," a weapons dealer. To retrieve the weapons, you must impersonate "Sam," requiring a monobrow.

Investigating The Hooked Hand:

Investigate The Hooked Hand restaurant near Eel Street. Question patrons until directed to The Frequently Fresh Fish Stall.

The stall is beyond the Eel Street Bridge. The Fishmonger requires a Fetid Flounder (requires Level 25 Fishing Skill) with a hidden note (use Quill, Ink, and Paper from Lord Brannof's desk).

Hide the note, give the fish to the Fishmonger, and observe the buyer.

Following the Furtive Stranger

Follow the Furtive Stranger to Monab Row. Remove your Guard armor to reveal your monobrow, identify yourself as "Sam," defeat the thief (Level 30), and reclaim the Plumbatae. Return the weapons to Brannof Hall to complete the quest.
