A Balanced sleep type also offers a chance, though less likely.
How to Catch Alolan Vulpix in Pokémon Sleep

Alolan Vulpix, also arriving at 3 PM on December 23rd, is a bit more elusive. It's found only on Snowdrop Tundra.
